June 2017 Election Manifesto Analysis

Lets have a look at the main issue that the manifestos cover:

Liberal Democrats 

The Liberal Democratic manifesto commits to 60% renewable energy by 2030. Similar to Labours commitment (see below). Unlike the Conservatives and Labour, they explicitly commit to restoring onshore wind energy and solar energy to our supported energy mix.

Conservatives

The Tories manifesto states that the party does not believe that more onshore wind energy is right for England and oppose large scale onshore wind projects, but supports continued investment in offshore wind energy.
But Hampshire does not have any wind farms, even small ones! Hampshire has land and wind resources, but no wind farms harnessing those resources. Not only that but Hampshires nearest offshore wind energy project was cancelled. So the Conservatives are applying ideological reasons for not pursuing onshore wind as well as putting their wealthy rural supporters before the nation and the planet.
They also commit to low cost energy, which economically and technically must mean more onshore wind and solar energy, so they have contradicting statements in their manifesto

Labour

Labours manifesto is even less detailed than the Conservatives but commits to 60% zero carbon or renewable energy by 2030.
What is zero carbon energy??
All energy has at least a small carbon footprint.
They don't however say what technologies will make up this new commitment, they don't mention onshore wind or solar energy.



Green Party

Like the Liberal Democrats, the Green Party are commited to removing the Conservatives effective ban on onshore wind energy projects. They also want to scale up offshore wind and marine energy projects.

UKIP

The party has a record of denying mainstream climate science so it is not surprising that they wish to remove 'subsidies' from wind and solar energy projects. To be honest in a few years time they won't need such a policy because even in the UK government encouragement won't be needed. Solar and wind are becoming cheaper than the old school fossil fuel sources that we became to dependent on.


Well that's the analysis of the main policies of the locally relevant political parties. Energy and the environment are the key issues.

Solar energy cuts demand to the National Grid

As I have pointed out in past blogs, solar panels placed on home and business roofs remove the electricity demand that those properties have on the National Grid. It turns out that is also what the National Grid think and it is reflected in their supply and demand calculations.
Robert talks about solar energy and various other renewable energy topics. Apparently Trump used a spoof information poster about wind turbines to support fake science and personal views about wind energy.

National Grid boss gives the thumbs down to old school energy

A few days ago the new energy boss in charge of the nations national electricity grid surprised the Victorian old school (many of whom are probably UKIP supporters) by announcing that the future is distributed energy generation and 'smart' use of electricity (the smart grid).

This idea has long been proposed by this blog and many educated peeps that understand these things.

According to the BBC article Nicola pointed out that more people are generating their own electricity via solar and that technological advances reduce the need for conventional power stations. People and businesses are changing the way they use electricity with the help of software and computers.

Unfortunately unions (yes the 'left') are not helpful. The left bullshit just as much as the right when it comes to facts about cutting carbon emissions and the environment. They put political ideology before the environment. The Farmers Union is just as guilty in this respect when it comes to agricultural practices and food production.

The GMB union wants Hinkley Point C to be built purely on the basis of supporting members jobs and harking back to the 1950s and the great socialist dream of nationalised centralised power generation.

More subsidies for fracking in the pipe line

The media today write about the proposals by Theresa May for additional financial support for fracking on top of existing financial support for fracking drilling operations.
It's not to hard to see the hypocrisy in the governments energy policies fueled by fears that votes will be lost if rural home owners are upset when a wind turbine is built within 100 miles of their home.

The government has cut ROC support for onshore wind farms and solar energy, both of which are crucial in cutting CO2 emissions and reducing energy costs for home owners.

The so called problem of intermittent renewable energy supply is a problem that is being solved by engineers and scientists. This year global energy storage capacity has doubled, it's a market that is growing rapidly and only ignorant Daily Mail writers think it's unsolvable.

As well as this increased support for Fracking (and carbon emissions) Mays government has been quick to scrap the Climate Change cabinet position and close down the Department of Energy and Climate Change as a separate entity.

It seems that Climate Change are forbidden words within government despite it being a costly problem that needs real technology solutions.

Meanwhile global temperatures this year are already close to breaking the limits set by the Paris climate agreement intended to limit temperatures to a 1.5 degrees C increase. Ed Hawkins (University of Reading) has shown that this year temperatures increased by about 1.4 degrees:

Newlands Solar Farm


Photo is a part of the Newlands Solar Energy farm between Fareham and Gosport. The size of the development was eventually cut down but it is still quite a big solar energy installation. The bigger Southwick Estates installation near Waterlooville has had no work started yet.

Also Ecotricity have announced that they are continuing to freeze energy prices through Spring and Summer this year, having started the freeze in September last year.

Waterlooville Solar Farm

Apparently the big solar farm planned on the Southwick Estates got approval.
Been busy so not had the opportunity to blog much as I moved into full-time work.

Hope to get some photos of the solar plant when it is finished.
It's great news and it's difficult to believe that Hampshire has quite a few solar farms now.

Meanwhile a team at Harvard Uni has improved flow battery design, one of a number technologies that are important in large scale energy storage.

As Cameron recently linked the storms to climate change (well done!) there is a call for more money to fund research into an attribution system to test the links between climate change and extreme weather frequency.

Some Solar Farm myths busted

It seems that in Hampshire solar energy farms are the main renewable energy projects that are currently being planned. Since this is the case, I thought it is worthwhile listing a few popular lies and myths regarding solar energy farms of the photovoltaic variety.

They are noisy

Photovoltaic solar panels don't make any noise, they produce direct current (DC) which doesn't cause any vibration in electrical equipment and hence doesn't produce noise. Invertors and transformers may produce some vibration, however sound insulation is used to eliminate such problems. Engineers are paid to solve these issues, so it isn't generally a problem. The other point of course is that vibration and noise are energy losses, so any modern equipment is generally designed to minimise such noise.

I recently visited the solar farm at Clanfield and despite it being in a quiet rural location, I could hear nothing other than some workmen talking and passing vehicles. My visit highlighted the obvious, that existing technology based on fossil fuels is inherently noisy and modern technology such as solar PV panels should help to reduce the noise levels around us. If you want noise, just build a busy road near your home.


They produce glare

This of course is a logical fallacy and is a product of poor analysis of what a solar panel is designed to do.
If you want to capture as much sunlight on a flat panel as possible, the last thing you would do is make it shiny. You would design the panel to absorb as many frequencies of electromagnetic radiation as possible, including those in the visible range.
If glare were a major problem, then airports wouldn't invest in solar panels to produce energy, such as Birmingham airport which has solar panels installed on the terminal roof, the Denver Colorado Airport solar farm, or Gatwick, which has them installed next to the main runway.


They produce electromagnetic radiation or fields (EMF)

This is one of those memes that gets spread by conspiracy theorists. Electromagnetic radiation and fields are around us all the time, produced by mobile phones, TVs, cars, computers and many other systems.
PV panels themselves won't produce anything significant because they are direct current, the biggest DC electromagnetic field is Earths. We are bathed in Earths field 24/7, we would all be dead without it.
Invertors and transformers produce confined fields but regulations require equipment to be shielded and tested for any leaks. Many people already live near large electricity transformers and invertors or similar equipment, in fact much of it is located close to homes, hidden away behind fences and locked gates, home owners don't generally have a problem with it.


They industrialise farm land

Farm: low biodiversity and industrial
Farmland is already industrialised! How many documentaries does someone need to see about modern farming, tractors that use GPS to navigate around fields, robots that milk cows, loss of biodiversity and bees poisoned by pesticides?

Why do people living in a house next to a field that probably work in an office in a city, think a field full of crops sown by a mechanical vehicle is anything but industrialisation? Not only that, but the field is beaten up like this on a yearly basis. It's called agriculture and it's primary purpose is to serve humans.

But if some inert solar panels are stuck in a field, sitting on frames, then plant some wild flowers, trees and hedges, then leave them be for 25 years to produce energy. Apparently that is called industrialisation! It is far more natural to leave the ground alone for 25 years than to plough it regularly and grow mono-crops.


The manufacturing carbon footprint is large

This is typical cherry picking and/or a fallacy.
Every single technology used to produce energy has a high carbon footprint at the manufacturing stage. We are animals that live for periods of time, our impact on the planet and on other people is measured over that time, it isn't just measured when we are born.
The same principle is applied to energy production, so the carbon footprint of different sources of energy is calculated over time, or per unit of energy. Hence any carbon emissions from the solar farm are calculated on the basis of it's total life time, which is approximately 25 years.
On this basis, we know that electricity generated via gas has an approx carbon footprint half that of coal and solar PV energy has a footprint between 14 and 20 times lower than coal.


During winter they only produce 8% of their annual output

Read that statement very carefully and think about it. The method of obtaining the percentage is misleading. Typically in winter PV panels produce about 20% of what can be produced in the summer. Of course comparing Winter output with the whole year would give a misleading small figure! Lets choose a nuclear power station and say winter is three months, that means in the winter the power station only produced 25% of the annual output! When you compare that with 8%, it means the solar panels are producing a third of the full output possible, approximately 33%. Not bad for a dull winter!


After 20 years, performance drops by half

Kyocera tested some old panels last year that had been installed for 20 years in France, they found the panels had only degraded by 8.3%, no where near a half!

Some more points...
How many technologies last for 25 years with little maintenance and are still 80% efficient or even still work at all?
Because of the solid state nature of solar panels, even after 25 years they can still be used in the second hand market. In many places around the world solar energy is welcome because it replaces dangerous kerosene lamps. So second hand panels that are still functional are valuable pieces of kit.

Road vs Solar Energy at Fareham Borough Council

A while ago IG Vogt submitted a plan for a large solar farm on land in the south of Fareham Borough, just before the plan was to be discussed and voted on at Fareham Borough Council, the company withdrew the application after council officers and Natural England raised concerns about the project.

The alleged problem Natural England had with the project turned out to be one of communication between IG Vogt and Natural England, a mix up with maps etc.

Recently IG Vogt exhibited a revised project plan that they intend to submit soon. The revised plan reduces the size of the project and addresses the concerns of the borough officers and Natural England.

Meanwhile, various councillors and politicians have joined forces by supporting the building of a 'bypass' road, most likely on the same land that the solar farm would be built on.

Here is a summary of the story of the solar farm as told in The News over the last few months:

Sept 2012

The leader of Fareham Borough Council (Sean Woodward) apparently stated that the solar farm plan was a "shocking proposal" and "it would represent a loss of a significant area of countryside", then listed one positive attribute and three negative attributes about the project. The News then proceeded to use the "shocking" quote and theme in subsequent articles about the FBC leader and the solar farm project.

So 8 months passed with negative remarks in the press about the solar farm from Fareham Borough Council. Throughout those months, there was a lot of talk about the 'Stubbington bypass'.
Firstly improvements to Newgate Lane appear to be on Fareham Borough Council leaders agenda and The News reported that he said things like "It's extremely good news" and "others which will benefit to".
In the same month The News printed an editorial asking for solar power to be given a chance.

May 2013

The News reports that the new transport boss at Hampshire County Council (also cllr Woodward) 'kick-started' work on the Stubbington bypass. The first 'act' of the councillor in the new position was to 'order updates to plans' for a bypass. The paper stated 'He wants to prepare the case for the road'.
The project also gained political support from the local Conservative association, yet there was no public support from them regarding the solar farm.

Later in the month the council leader made further comments about bringing forward the road scheme, that the project was 'vitally important' to the area, bringing 'economic prosperity' and improving 'quality of life'.

June 2013

Now in June Cllr Woodward confronted with a new solar farm proposal, was reported by The News that he was 'considering' a report about the Stubbington bypass!
Cllr Woodward is later reported mentioning that the bypass is for 'all of South Hampshire'.

This 'timeline' of events is admittedly how The News reported the story, but I supsect the bias in enthusiam for the bypass is genuine. As always with these things (including climate science) it is the sum of all the parts that gives the full picture, not the cherry picked moments in time.

Since the story first broke it appears that Sean Woodward, the leader of Fareham Borough Council and South Hampshire Transport Committee Member at Hampshire County Council has been vocally negative towards the solar farm and vocally positive towards the road scheme. Throughout the period in question very little positive support is visible for renewable energy, or any mention of the benefits to the local community of reducing pollution, improving biodiversity and preventing climate change. In contrast, no negative impacts of a proposed bypass are mentioned, such as substantial roadworks, particulate pollution, loss of farm land, large scale use of concrete and other carbon hungry materials, greater capacity for car use, increased CO2 emissions and increased bird mortality (cars kill more birds than wind turbines), to name but a few.

In the last few weeks a DEFRA funded report on the threats and opportunities of climate change, pointed out that one of the threats was volatility of food imports into the UK. Countries will ban food exports to us as their own home markets become a higher priority. The reality is that local decisions have an international impact and that in turn has a local impact. Everything is connected, building roads will just aggravate the problem.

Supporting growth without dealing with the problem of low carbon energy provision, is going to result in serious problems in the future. People need jobs, but they need dry homes and food far more. Something that can only be provided by tackling climate change and that means solar/wind energy for the forseeable future.

Lovedean solar farm installed and producing energy


The Lightsource solar farm at Lovedean has been installed and is now contributing energy to the grid, just in time to catch the summer sun!

The farm is only visible to most people from one road and currently the site is still a bit of a building site since the plants, hedgerows and grass need to grow back. The Lightsource application included the planting of additional trees and hedgerows around the site. As can be seen from the photo, the solar panels do not appear above the skyline/horizon and there was little reflection whilst I was there.

I couldn't hear any noise from the panels, inverters and transformers whilst visiting the site, just a lot of noisy birds and two workmen chatting, the usual rural sounds.

The scene contrasts greatly with all the misinformed fuss created around the application for a much larger solar farm at Newlands, located between Fareham and Gosport. Ib Vogt withdrew their application for the Newlands farm after Fareham council officers raised two specific issues against the application. It is expected that Ib Vogt will be resubmitting their application in the near future, addressing the officers concerns.

The Lovedean project has a 4.5MW capacity, with an approximate capacity factor of about 10% (my assumption), this produces about 4000 MWh per year on average, which equates to enough to supply 1200 homes (that have gas heating) with electricity. This reduces the need for coal fired power stations and hence reduces CO2 emissions.

Some good news - Horndean solar farm gets approval

Received news today that the solar farm at Horndean has been approved by councillors at East Hampshire District Council. Only one councillor voted against the project.

The project plan was altered in order to get approval, the number of solar panels have been reduced a little and a limit to noise levels has been imposed. The farm will now be rated at just under 5 megawatts as opposed to the original plan which was over 5 megawatts.

Look out for photos on this blog when the project gets built.

The consultation for the larger solar farm over at Fareham finished yesterday and councillors will vote on the plan at the end of January.

How to become a bad salesman - write an article for The News

Bought The Portsmouth News this week and had a casual browse until I reached 'The Peoples Champion' page, written by a Richard Thomson. Across the page were the words 'Be wary of the boasts of solar panel salesman...'.
Ah, sounds interesting I thought, there are some cowboys out there that deliberately paint a distorted picture of solar panels. Looks like this is going to be an in depth article giving good advice.

The question asked by the home owner writing to the newspaper was whether a pushy salesman is correct in stating that the home owner could save over a £1,000 a year.

Instead of answering the question, the reporter then made his own 'bad salesman' pitch with statements that in total were just as distorted as the one the home owner was worried about.

Points made (in bold) were:

They produce clean energy
Something correct. Well almost. They don't actually produce energy, they convert one form of energy (photons/electromagnetic radiation) to another (electrons moving in a cable). A coal fired power station does produce energy, the coal has unrealised potential energy that was stored by plants from sunlight millions of years ago and it is released as heat energy by the power station (inefficiently as it turns out).

They are superficially attractive
Beauty is in the eye of the beholder. Many things are often superficially attractive. An Aunt Sally I think.

They are remarkably inefficient
By what standard?
A coal fired power station is approximately 30% efficient. Solar PV panels range from 15% to 30%.
The big difference, apart from having hugely different carbon footprints, is that with the application of science solar panels have the potential to be much more efficient, but you can't squeeze more electricity out of a coal fired power station, science says that most of the embedded energy in coal never gets realised.

The electricity can't be stored
Yes it can. Electric cars have batteries that store energy, we have large pumped energy storage systems in the UK that store energy from the grid and a local company in Hampshire is developing a very promising energy storage system, specifically designed to work cheaply with renewable energy.

What you can sell back is largely dependent on the weather.
 It isn't relevant to the overall system performance. The home owner only has to be concerned about the performance over a number of years and the return they get both in energy and finances. It is up to the grid operators and energy companies to worry about variability and how to deal with it, whether that is via storage, better grid tech etc.

They work best in direct sunlight, don't work at night etc.
Yes indeed, but does stating the obvious actually help here?
Variability isn't the issue, the issues are cutting CO2 emissions, reducing energy bills and pay back.

You'll probably be at work in the summer when you make savings
 Does this matter?
The energy produced is sold to the energy company, in fact the company the person is working at would probably be using some of it. The home owner benefits, so this is another Aunt Sally. The result is nothing.

Feed in tariffs have changed
This is about as close the reporter gets to answering the question!
But fails to do any supporting analysis. The reality is that photovoltaic panel prices have tumbled and are predicted to continue to fall.

The capital costs take over 15 years to recover
But you don't pay for the electricity generated by the panels!
It's always a silly argument that puts emphasis on initial costs rather then ongoing costs.
So 'capital' costs of solar PV are currently high but rapidly reducing, but for a fuel like gas you have to pay every day for as long as gas is available and gas prices will likely fluctuate as we are victim of overseas disturbances and politics. Pay a known fixed price today, or gamble on the future?
Really the issue is CO2 emissions, gas emissions are about 500gCO2 per kwh whilst solar panels are about 50gCO2 per kwh.

What have we learnt here?
Well Mr Thomson didn't appear to answer the question he was asked but instead appears to have ranted a personal opinion in a newspaper. The whole point of renewable energy is to cut carbon emissions and to actually get people used to the fact that the only secure energy we have is from the Sun and Moon (tidal energy) which are variable (obviously).

Another point of course is that much of the time the solar panels are effectively reducing the load a house has on the main grid. eg. when the Sun is out, the grid will 'see' the home with a the panels as using less electricity. It's no different to someone switching on the kettle or turning on the a heater, it changes the load on the grid. but with solar panels it's like turning things off rather than on. In both cases, the grid has to cope.

Solar farms, two come along...

Amazing isn't it. You can be going about your business for years, commenting on how important it is to have renewable energy, improving energy efficiency and other such issues. But you don't see any big projects in your area.

Then hey presto! two come along at the same time.

Within cycling distance of Waterlooville, a small 5 megawatt solar energy farm is proposed to be built at Lovedean. The developers say that it will produce enough energy for the houses of Lovedean, Catherington and Horndean.

The second proposal is for a much bigger solar energy farm near Fareham about 10 times bigger than the Lovedean proposal, the output of this project would be 47 megawatts enough to power about 14,000 homes.

So what do these projects have in common?

They will use photovoltaic solar panels to produce electricity, these are the same panels that are becoming a common sight on the roofs of homes throughout Havant Borough. The 'farms' panels will be connected to the national grid and will offset some of the carbon emissions that are normally produced by big power stations.

The great thing about this type of system is that the panels stand above the ground and they don't need big concrete foundations. So underneath the panels, plants can grow and animals can rummage around.
On the larger project the company propose to graze sheep amongst the panels and plant wild flowers around the perimeter.

Should be interesting to see how this goes. We desperately need to reduce carbon emissions, this years weather (across the world, not just the UK) is a clear indicator of the consequences of doing nothing and the tremendous costs both in life and money.

Waterlooville cosmetics company installs massive solar array

Hampshire Cosmetics, a local Waterlooville company producing cosmetics for various brands, is installing a huge solar PV panel array that will supply 20% of the companies energy needs. The project has been reported in The News and on Hampshire Cosmetics web site. The company report that it is the largest 'zero capital' solar energy project in the country, which basically means it is the biggest leasing project involving solar panels. The company itself will not be investing money, instead it will I assume be purchasing the electricity from the companies that are providing the panels and capital. The array is rated at 277 kilo Watts.

Solar Battery Charger


Bought this solar battery charger/cycle lamp/torch over a year ago. At first I didn't use it much, however I now use it almost exclusively for recharging batteries.

Works really well, although in the current sort of weather (overcast) it takes about a week to charge batteries. But since I am only using it to charge batteries for remote controls and the batteries last years in those things, a week of charging is OK. It came with two adapters for charging AAA batteries (seen in photo). It does AA and AAA NiMH batteries. However these don't seem to work so well with the torch option the unit has, probably need more charging??

I have thought about getting a more powerful solar charger (bigger surface area), so that it is quicker. But since my main use for batteries is in remote controls, I don't see any justification for the expense.

There is something 'cool' about using free energy! At least as long as the charger and batteries are reliable.
